Numbers might be tweaked since concept but the game mechanic is explained okay.

One of the more common PvP complaints revolves around small ships. We want small ships to have uses, but there’s a blurry line between legitimate tactics and griefing. Here’s one idea:
We add an indicator in the health UI that shows your group strength. If your group is small enough that it has essentially no chance of winning, then you cannot attack. Their fleet strength will be too strong, and your crew will be unwilling to attack.
Example Group Strength Calculation:
Attack Limit = 100
Modifier = 2
Max Strength = MAX(List of Group Member Ship Levels)
Group Strength = Max Strength*Modifier + (SUM(List of Group Member Ship Levels)-Max Strength)
That may sound complex when it’s clunkily typed into a forum post, but it’s pretty simple. It means the highest level person in the group contributes 2 times their ship level to the group’s strength, and everyone else contributes their ship level. You cannot attack a group that’s more than 100 strength above you, or maybe 99. That means there are no restrictions on solo PvP, since a newbie ship is worth 2 points and a level 50 ship is worth 100. A solo level 50 ship could attack a group of 3 level 50s. A full group of level 21 MC Cutters could attack a group of 3 level 50s, but they could not attack a group of 4. If you have less than a full group, any newbie ships you can get to join you will make it harder for you to get griefed by little groups of ships.
Group Strength only prevents attacking targets that are stronger than you. It does nothing about a big group attacking a small one. If we made it prevent attacking lower groups, then it would create situations where grouping is discouraged. It’d also create lots of situations where you can trick the system by manipulating your group strength.
In order to count towards the Group Strength, players need to be in the same zone within a limited radius. So you can’t sit in port and boost someone’s group strength in the red.
